Jetpack can’t connect with my staging site

But now my staging site has the warning:
Your connection with WordPress.com seems to be broken. If you're experiencing issues, please try reconnecting.I went through the steps at https://wordpress.com/support/resolve-jetpack-errors/#not-connected-to-jetpack and got to the “Set up Jetpack” screen. But after clicking that button and waiting for it to complete, the error was still there.
(I’m actually not sure the staging site *should* be able to connect to Jetpack, given that it’s, you know, a staging site. Anyway, my ears are open.)
