JetPack Gets Locked and Then Unable to Send Recover Email

hope you all are doing great
Okay, we are facing an issue with our site. Sometimes while logging it, we get an error;
“Jetpack has locked your site’s login page” and there’s an email box below (https://ibb.co/rHycb3Q), which when used to enter email and submit, we get an error of “Oops, we were unable to send a recovery email, try again” (https://ibb.co/dMhLHfD)Since we have lots of author accounts, its a hassle to explicitly allow every IP address every now and then in the security settings.
Previously, when that use to happen, submitting an email would result in a positive message along with a link sent to that particular email address which was easy to deal with.
I’m not logged out of site, but just saying if there’s any possibility that we can get it fixed and our authors or editors receive emails when this happens to them without them sending IPs. And, they do not get the error of “unable to send recovery email”
Any help would be appreciated.

Actually, no we do not want to reset passwords as we can access the admin panel, all we want is to make sure that jetpack works properly and it sends the recovery email rather than displaying that error. I really hope you get what I’m asking. -
