Jetpack Question, Why WordPress.com Account?

A friend has asked me to make a website for him. It’s going to be a self-hosted website. Now my friend asked me because I’ve made websites in the past. But I made them using an HTML editor, not wordpress. My friend’s request is the first time I’ve ever tried to create a website using wordpress. So as practice, I created a free wordpress.com account and got familiar with the basics.
I know Jetpack is the plugin package. I thought I would be able to install it on my friend’s self-hosted website because according to this page from wordpress that’s exactly what Jetpack is for. Under the self-hosted wordpress.org column it says, “Install a plugin, like Jetpack, to enable sharing functionality on your site.”
But I go over to Jetpack and it says here that I have to have a wordpress.com account in order to run Jetpack.
So now I’m confused. Why would I need a wordpress.com account in order to install Jetpack on a wordpress.org site?
And, yes, I have a wordpress.com account. My friend doesn’t. I’m setting up everything for his website under his own accounts from domain registration to webmaster tools (because once I’ve got it up & running I’m turning everything over to him) so will I need to set up a wordpress.com account for him?

Yes. There are modules in Jetpack that require a WordPress.com account.
From the Jetpack About page:
Once you install Jetpack, you’ll be prompted to connect it to WordPress.com—since Jetpack’s features harness the power of the WordPress.com cloud, you need a way to link up with those resources.
