Jetpack Site Stats won't work?

As soon as I upgraded my Jetpack, site stats was taken off. Now when I try to add it, it says I have insufficient permissions I access it.. Help?

Jetpack has me stumped !
When I follow the instructions for the “upgrade” to Jetpack, Step 1, I can not proceed past the first instruction to . . .
[[ 2. Click on the ‘lPlugins’ tab in the left panel, then click ‘ Add New” ]]
There in no ” Plugins tab ” shown in the left panel.
All of which leads me to wonder, “Do I really need this upgrade?”
