Jump link on page not working

Howdy!
I am trying to add links to the top of http://samjshah.com/worksheets-projects/
so that when you click on them, they will jump to that section of the page. I actually had it working for a few minutes, and when I tried to switch themes it stopped working. Then I went back to the original theme and it didn’t work anymore.I was using these instructions to help me: http://en.support.wordpress.com/splitting-content/page-jumps/
Right now at the top of the page, I have a dozen or so links that I am eventually going to have jump… Right now to troubleshoot I am just trying to get the first jump to work.
I have
List of Virtual Filing Cabinets
at the top, and just a few lines below I have where I want it to jump to:
TESTIt just isn’t working anymore. Any help on this would be awesome… Then I can use that to add the other jumps!

Thank you! I had looked for EVERYTHING I was doing wrong. Apparently it was just I copied an unnecessary poundsign. Which I was too sleepy to notice.

Yes, the main issue was the wrong #. Think of it as saying “go to”: you only use it at the source points, not the destination points.
Also, the destination code shouldn’t enclose any text.
