The unique identifier (id) would need to be coded into the heading that you are trying to link to/target.
It sounds like you are trying to link to the ‘Customer header, anyone?’ section of this article… https://learn.wordpress.com/get-configured/ from another site.
If so, The ‘Custom header, anyone?’ heading you are trying to target does not have a unique identifier set that you can link to.
In most cases, you can tell if a heading has a unique identifier by hovering your mouse over the heading to see if the pointer or color changes – or exhibits any behavior to indicate that it is a link.
Compare that to https://en.support.wordpress.com/splitting-content/page-jumps/#wrapper or the other ‘jump to’ examples on this page.

That’s correct. That particular heading does not have a unique identifier/id assigned to it, nor is set as a link. It is just a regular <h3> heading.
The author of that page would have to code in the id and link.
The best you can do would be to link to the page itself, which in this case is https://learn.wordpress.com/get-configured/

You can only use page jump identifiers on links you create or ones that already exist on pages that someone else creates.
That is why you can link directly to https://en.support.wordpress.com/getting-help-in-the-forums/#how-do-i-get-a-moderatorstaff-reply-for-my-question because WordPressdotcom support has already created the jump link identifier #how-do-i-get-a-moderatorstaff-reply-for-my-question in that subtitle.
No unique identifier exists at the Custom Header subtitle on https://learn.wordpress.com/get-configured/ That is why you cannot directly link to it.

Yes, the example you are wondering about is a little tricky…
using this code:

You will notice that each of the links in the Table of Contents match up with the respective headings on that page.

If it helps, keep in mind that the id/unique identifier is the target,
<h3 id="#unique-title">A Unique Title</h3>and the link (a href ) points to the target:
<a href="/#unique-title">click here to jump to A Unique Title</a>They don’t have to be assigned to the same element.
