  i would like to know are all new countries that are added to the list announced in translate topic page

  harry, the translation is through Google Translate. WordPress is not responsible for this. You will have to manually update the translation links when Google introduces new language. There are currently 51 languages available. You may check my website, I have plugged in few of the related languages into drop-down menu (Tools/Translate), the rest are on the translation page as individual links.
