Trying to customize my page where my blogs will posted and can’t change the default picture?

Hi @mhrcboard,
The image at the very top of that page is set via the Header Image panel of the WordPress.com Customizer.
Can you navigate to that panel and then choose the option to “Add new image?”

Perhaps I can explain a bit more about the issue.
I’ve changed the page “Latest News” via panel in the exact same manner as I had all of the other pages on our site and those work as expected. I then tested to see if was something specific to the page “Latest News” as it is the default POST/BLOG page by creating a blank new page called “test page” and the changing it via the panel in normal manner. “TEST” changes worked as expected.
However, once I changed the “Test” page via admin tools | Settings | Reading Settings | Front Page display to be the new POST page the changes I had made via the panel were over ruled and my working “Test” page became a default look page – and looked exactly like what my current “latest news” page looked like.
FYI — After testing I reverted back Post Page to “Latest News” so it again displays incorrectly.

Can you be more specific about the particular aspect of the posts page (currently “Latest News” on your site) that you’re trying to change? I’m afraid I’m not clear on what the trouble is here.
Any page that’s set as your site’s posts page will display a listing of your site’s posts. Any content or featured image that’s been added via the page’s editor will not display, only posts.

ok let see if I can explain it in a different manner….
Site setup with Static Page:
-Front Page = “Welcome to MHRC”
-POST page = “Latest News!”In the above setup we can see that the “Latest News” page is not taking page attribute information.
For testing purposes I setup a TEST page and tested changing page attributes. TEST page attributes correctly displayed as expected. Next, I changed the TEST page to be the POST Page and after this change — the page attributes did not work and appeared to revert to a default picture and display. Once I reverted POST page back to “LATEST NEWS” the “TEST” page worked again with page attributes.
Summary — something wrong with page attributes when I select a page to be the POST page.

Adding to my explanation … realistically I just need to change the PICTURE attribute on my “Latest News!” page — so that it displays something other than the default picture.

It’s right that any settings or content that are specific to a page that’s set as your site’s post page will be overridden. Any page that’s set as your site’s posts page will only display a listing of your site’s posts.
You will not be able to set a featured image or make changes via the Page Attributes module for your posts page.
If your aim is to change the image at the top of the page, then you will need to navigate to the Header panel of the WordPress.com Customizer. Changing the image that’s set there will change the default image that appears at the top of the posts page as well as other pages on your site (provided they don’t have a featured image set).
