Keep one post always at the top of the blog?

Is there a way to always keep on blog post at the top of the blog…with newer blog postings underneath?
I realize I could just use a page as my home, but I want to be able to have part old content, part new content on the same page. Any suggestions? I searched…but couldn’t find my answer.
