Keep saving website, page reverts back and forth between changes

I finished making a lot of changes to the theme Sydney, and as I am working on it, I save and publish, clear cache, and deactivate and reactivate plugins. It still doesnt publish the website. I preview the page and it looks fine, but when it comes to visiting the site, it wont show the new changes. Ive cleared cache on my phone, desktop, friends phones and it still doesnt reflect the new changes

Since you are talking about plugins, and startfreshbranding.wordpress.com is an empty site, you must be asking about a site hosted someplace besides WordPress.Com.You are asking in the wrong place.
If you need help with a WordPress installation hosetd somewhere besides WordPress.Com, you need to ask at
https://wordpress.org/support/ They have the expertise to help youhttps://en.support.wordpress.com/com-vs-org/ explains many of the differences between self-hosted (your site) and sites hosted at WordPress.Com

@startfreshbranding it seems like @dave2swords is correct, your site http://startfreshbranding.com/ is not hosted on WordPress.COM it is hosted on Hostgator and is using the WordPress.ORG software.
