Keep URL, create new blog

I would like to empty my blog of all content, also the name (Språkbloggen), and keep only the URL, in order to create a new blog with the same adress. If that is not possible, I want to permanently delete the blog.
The blog I need help with is: (visible only to logged in users)

Yes you can delete all content and start a new blog at the same URL.You can quickly remove your contents by deleting them in bulk.

I included the privacy setting link above as some bloggers like to keep their blogs private until they are ready to have visitors to them.
