Likes are not transferable. Stats and subscribers are. I don’t know what you mean by section of a new site. Assuming you are talking about moving blog content from a free hosted WordPress.com blog into a WordPress.org install what follows applies.
Provided you have installed and activated the JetPack plugin http://jetpack.me on your WordPress.org install, and you post the relevant URL(s) into a forum thread, Staff will do the transfer of both subscribers and stats for you.

Here’s a brief summary re: moving to content to a WordPress.org install
WordPress.com and WordPress.org are completely separate.
1. Hire a web host http://wordpress.org/hosting/
2. Set up a WordPress.org install and equip it with a theme and plugins.
3. Purchase a site redirect upgrade from wordpress.com
http://en.support.wordpress.com/site-redirect/ or if you have domain mapping then update the nameservers http://en.support.wordpress.com/domains/domain-management/
4. Export your content out of your WordPress.com blog http://en.support.wordpress.com/export/ and import it into the install.
5. Transfer subscribers and stats. See http://en.support.wordpress.com/moving-a-blog/moving-your-subscribers/Read more here http://onecoolsitebloggingtips.com/2012/08/31/moving-your-blog-from-wordpress-com-to-wordpress-org-resources-and-tips/

New likes and followers after blog export or redirect still will not show up, only can be viewed on wordpress.com. A very complicated process and without phone support your help on these forums is very limited.
My advice to you is to contact your followers one at a time so they can re subscribe.
My advice to you is go to Godaddy and start fresh. WordPress.com is nice however there are bettter providers. -

Why on the planet Earth would anyone choose to do this one subscriber at a time when I already posted that Staff can do this and does do this each every day for every blogger who posts a forum thread like this one?Provided you have installed and activated the JetPack plugin http://jetpack.me on your WordPress.org install, and you post the relevant URL(s) into a forum thread, Staff will do the transfer of both subscribers and stats for you.

Optionally, on your WordPress.com site from which you’ll want to transfer your followers, post a notice telling your site’s followers that you’ll be moving, and that their subscriptions will be going along with you. This is because, while your email subscribers will continue to receive email notifications of new posts as before, WordPress.com followers will only see new posts in the Reader. They will not receive email updates unless they subscribe to receive those on your new site, which they can do if you’ve added the Subscriptions widget.

That is not the case for me. The JetPack plugin is not failsafe. I have been on wordpress.com for servel years now and this is not a perfect site as you like to present it. Not every issue can be resoled in a forum.

Hi there,
I see that you have been here for a couple of years.
I have been here for over 7 years answering support questions.this is not a perfect site as you like to present it.
Who said it was? I have never ever stated anything like that.
Not every issue can be resoled in a forum.
As there is no phone support questions are asked and answered in written form in support threads, in support tickets and in email responses from Staff.
