Kids accepting terms of use/service?

I am an IT/ICT teacher in Spain. I am thinking on teaching how to use Blogger: create a blog, change design, post stuff, etc.
Kids will use their own e-mail account provided by the school ((email visible only to moderators and staff)). Those e-mail accounts are owned by the school and lent to students for school-related use only. That’s the only way kids under 15/16 are allowed to use an e-mail account in Spain, as it’s not legal for them to be OWNERS of an e-mail account.QUESTIONS:

Is it ok if my students accept the terms of service on sign-up?
Or it is the school (as owner of the e-mails) the one who has to accept them?
In any case, who takes responsibility? The school or the kids?I hope I explained myself. Thanks,

According to COPA and the Terms of Service the required age for registering accounts is 13 years.

Yes, if the students are over the age of 13, they can accept the Terms of Service.
In any case, who takes responsibility? The school or the kids?
In regards to this, could you please clarify what you mean by responsibility? I’m not quite sure what you are referring to in terms of responsibility.

Thanks for the answers. I think I need to explain it in a different way.
The kids in our School (many under 13) have e-mail accounts provided by the school. They use them for school purposes but they don’t own them, the owner (and supervisor) is the school. No kid had to accept any Terms of Service for those e-mails. Many parents do that at home. No law broken there.
So I was thinking if something similar was possible with Blogger.
Can the school sign up in Blogger those e-mail accounts, as it’s the owner, and lend them to kids under 13 for educational purposes?

So I heard back from my team, and this would not be possible. When you agree to our Terms of Service you are agreeing that you are over the age of 13.
If we discover someone is under 13 we will suspend the site and then request the contact information of their parent or guardian. We must have a signed permission form from the parent/guardian agreeing to allow their child to use WordPress.com before we can restore the site.
If we don’t get this signed permission we are required by United States law to delete the site, account, and all data we collected about the child. Only a parent/guardian can sign this form, not a school.

Understood. I supposed that was the case but I had to ask anyway.
I guess we will need to find another way of doing it, maybe within our own private servers.
