Know which plan to choose

Good afternoon, I am about to make a new website for news, I would like to know what plan I can acquire for my needs, I would like to be able to edit my own page by adding some CSS or functions, to be able to take a template as a start and to modify it totally to my liking , My idea is to acquire the personal plan because it is more economical but with that could edit the template to my taste?
The blog I need help with is: (visible only to logged in users)

The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.See:

Hello,
With a personal plan you will not be able to use CSS code. You will need to upgrade to a premium plan for the CSS capability.

For the sake of clarity and brevity read on.We wordpress.com bloggers do not have access to the template files underlying our themes on wordpress.COM hosted blogs and cannot edit them. This is a multiuser blogging platform. All blogs wearing the same theme use the same underlying template found on the live demo site for each theme.
Does Customize let me edit HTML?
No. Customize allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code. If you require this functionality, please consider moving your blog to a web host that supports theme code modifications.
