Lack of Toolbar

  I have recently been given Administration access to an established website.. In the site, there are templates that allow users to enter/create new entries into the site. Within the templates are toolbars to allow information to be added, such as bold, italics, colour and changes to the text. When I access the website with my details, only part of the toolbar is visible.
  The website is for Cley Bire Club and I am registered under (email visible only to moderators and staff)
  I would be grateful if you could tell me how to get the full toolbar.
