How do I apply a plug in to my site?
The blog I need help with is: (visible only to logged in users)

Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.
http://en.support.wordpress.com/ftp-access/
http://en.support.wordpress.com/plugins/We provide support here only for WordPress.COM hosted blogs. We do not provide support for WordPress.ORG software installs.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here https://en.support.wordpress.com/com-vs-org/ Get hosting here http://wordpress.ORG/hosting/

No but you can make any page into a landing page.
You have two choices on any blog
(1) All posts on the front page.
(2) A static front page and posts on a different page.By default the front page of your blog displays all published posts (not pages) in reverse chronological order, with the most recently published post on top. That is for the convenience of your returning visitors who will not be happy to have to click through an About page every time they visit your blog as they come to read your most recently published content. Creating that situation can make some visitors annoyed – so annoyed that they stop following your blog.
However, if you do not want all the posts to show on the front page, then you can create a static front page called for example “Welcome” for your site and a “Blog” page for all published posts (not pages) to display on in reverse chronological order, with the most recently published post on top.
To do that create two pages first http://en.support.wordpress.com/pages/
After you do that you go to > Settings > Reading and make the designation change for each of the two page and click “save changes”.
A static page (select below)
Front page:
Posts page:The guide is here http://en.support.wordpress.com/pages/front-page/

And consult your detailed theme description page at https://theme.wordpress.com/themes/boardwalk/

You can create a static front page on your site, with no sidebar, and create your splash page there. If you get the WordPress.com Premium Plan upgrade, which includes the Custom Design feature, we could widen the content area on your splash page to full width and do some other customizations.

Hi the @thesacredpath. I’m following you advice about making a full width page look like a landing page. This page here, http://ifdc.org/dr-roy/ , is a draft because I do not want it to go live until next Monday at 7:30 p.m. I want it to be the landing page but I still want everything on the homepage, http://ifdc.org/, to remain as is except for the large photo, logo etc.
Can you help me accomplish this? Thanks.

Also I should know this but my mind is going blank right now. How can I make sure that the “Read Message” box stays in the same position as the page gets smaller and that is also visible on mobile devices?
Thanks!

@ifdc1974, since you are using a different theme, and since CSS is generally theme specific, can I ask you to create a new thread in the CSS Forum? Many thanks in advance.
