  Hi there,

  You do not need to purchase an upgrade in order to launch your site.

  Have you tried to click the launch button at

  https://wordpress.com/checklist/thespectacle838857368.wordpress.com/.

  If so, there should be an option to choose the free blog URL as opposed to an upgrade.

  You should be also available to launch the site by going to

  https://wordpress.com/settings/general/thespectacle838857368.wordpress.com/.
