I am the webmaster for the site. I am only designing the web page. Why can’t I launch it?
The owner of the site is (email visible only to moderators and staff). He has already paid for the domain and hosting for the site.

The site owner will need to grant you administrator access in order to launch the site — I suggest reaching out to them to confirm your access.
Otherwise, they can also launch the site, being the site owner.

That is the problem…. the site says I am the administrator but I am not. for some reason wordpress made me the administrator.

So it’s not the site indicated in your post, http://sugarcoza.wordpress.com/? What is the URL of the site you’re speaking of?
The forum you’re posting to now is for the hosting provider, WordPress.com, and we only have control over sites hosted on our servers.
If the site you’ve been invited to was created on GoDaddy’s servers, then it was built using the open source WordPress.org software, which is something different from WordPress.com, and has nothing to do with your WordPress.com username account with us.
Sites using that version of WordPress don’t have a built-in setting to make the site private, or requiring the site to be launched before it can be accessed. If you’re seeing that, that’s a host-specific setting on GoDaddy’s end, so please contact their support directly for help with this.
General support for that version of WordPress is provided by the WordPress.org community, who makes the WordPress software, in their forums at https://wordpress.org/support/forums/
