  Sure, you can create a free WordPress.com site.

  You can go to the below page and click on the Start with Free button to create a free site
  https://wordpress.com/pricing/

  When you create your site, by default, the site will be Private. To launch your site, you will need to verify your email address.

  Also, while launching a site, it gives you an option of selecting a paid domain but you can choose the last option which says skip purchase and you continue with your free domain, and your site will be launched.
