Hi, my layout and menu items look different from all tutorials I saw. Mine is blue, but it used to be black. Did the layout of wordpress been changed recently?

Yes the blue text is for the new interface with your WordPress.com site called Calypso. You can read about it here: https://developer.wordpress.com/calypso/
You can still access the dashboard by adding /wp-admin after your site address:

Although i was able to get the old appearance, it doesn’t have functions, that used to be available, for example, I can’t download new theme.

There are 2 WordPress “universes”. At WordPress.com we are limited to the themes offered here. However there is also a version of WordPress offered to those who have websites hosted elsewhere.
