  I would like to customize the header to showcase several blogs that I want plus add a second menu, will purchasing the customize the CSS option let me do those changes or it is blocked just like when using CMS?

  The easiest way to add an additional menu to your site would be to use either a theme that supports more than one menu or to use the custom menu widget:
