okay im a bit confused. I bought the upgrade to get access to more themes but I can’t seem to find these new themes anywhere. I just keep having access to the old ones. Also, if i misunderstood the theme upgrade, do you know a site where i can copy the css code of a theme and just paste it into wordpress. Thanks!

You cannot add themes here. There is no “theme” upgrade..
There is the CSS upgrade, which is just that: The ability to edit the existing CSS on themes that are listed under appearance > themes. To do this you have to have some CSS editing experience.

Also, CSS is theme specific, so you cannot use the CSS from other themes with the themes here at wordpress.COM.
You have to edit the CSS on the existing themes here.
There are some CSS skins for the sandbox theme around, but sandbox is not in development anymore, and few of the skins have been maintained or support the features added here over the past year or so, so they would require some pretty heavy modifications to get them to work properly here.
