  What is the URL of the site you are referring to? Is this site hosted with WordPress.com?

  Plugins can only be installed on WordPress.com if you have the Business Plan Upgrade:

  https://wordpress.com/business/

  They are usually used for WordPress.ORG installs which run on different software.
