I have a site (circa 2012) that I want to improve upon, but not alter what is already there. As I start these courses, can I create a second site to learn with, to experiment with? Would that be a viable approach? If the second site proves to be ‘better’ than the old one, can they be merged?

Sure thing. You can even export the content from your existing site into your test & tinkering site. Here’s how to export the content:
https://wordpress.com/support/export/
And here’s how to import it into the new site.
https://wordpress.com/support/import/You would be exporting and importing content only.
If the second site proves to be ‘better’ than the old one, can they be merged?
This part gets a little bit trickier. If you want to keep the same site name and it’s a free address, you’d basically need to copy the changes to the older free site. It’s a little work, but certainly not impossible.
If you have a custom domain with a paid plan, we can pretty easily transfer it from one site to the other fairly quickly, so it would just be a matter of gathering up any new posts and content from the old site, and copying them to the new one.
