Is there a fee to start a blog on WordPress.com? Can I make money blogging on WordPress.com?

No and maybe, but you need to have your blog on it’s own domain and your blog needs to be approved for WordAds.
No blogger initiated advertising is allowed on WordPress.com blogs. The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains.

WordPress.COM and WordPress.ORG are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Thanks for answering so fast, timethief. Do you have a blog on a domain and is approved for WordAds? I’m just trying to get a feel for all this. How it workks. I like writing, but I need to make some money at it too.
