Library domain expired, and I don't know how to get it back

    I’m trying to get the domain back for a domain that expired in June because of an expired credit card. the library staff weren’t getting the email alerts because the contact email needs to be changed.

    the site went down yesterday.

    The credit card has been updated – but I don’t know where to purchase the name back if i can.

    this is for http://montourfallslibrary.org

    I can’t get into WP Admin – I just get a page that says “403 Forbidden
    Request forbidden by administrative rules”

    The site has (or had) jetpack installed, and the only thing i see to purchase are Jetpack plans, and I don’t think that’s what I’m looking for.

    They’ve been paying $26 to WP.com annually for “Domain Registration
    montourfallslibrary.org” since 2011 –

    Any and all help would be greatly appreciated – I’m totally stuck.
