Where exactly do you not see it appearing?
Have you consulted the relevant support doc: Turn Likes On/Off on Specific Posts or Pages https://en.support.wordpress.com/likes/#turn-likes-onoff-on-specific-posts-or-pages -
Click the title of any post on your front page and scroll to the every end of the post, please.

re: like button use
Just like any other place with a like button, for example, Facebook, one has to register a username account and be logged in to be able to use it. All that’s required to register a WordPress.COM account is a valid email address. And many of us do not choose to activate like buttons on our sites.
If you assume that like button clicks are an accurate and true reflection of engagement then you are not aware of how many like button spammers there are. They click the like buttons on other sites for traffic driving purposes ie. simply so visitors will click their gravatars and visit their sites.
Bottom line: The value of a like button click in no way compares to the value of a thoughtful comment.

any blog… well at least the ones i’ve been to
1divyapatel.wordpress.com
heyehren.wordpress.com
http://www.fromemmawithlove.com
http://withallmyaffection.com/ -
Click the title of any post on any front page and scroll to the every end of the post, please.
I see a like button on these posts:
https://1divyapatel.wordpress.com/2016/05/22/views-from-the-96/
https://heyehren.wordpress.com/2016/05/23/huge-etsy-store-birthday-sale-whats-in-my-shop/These sites fromemmawithlove.com and withallmyaffection.com are not even hosted by wordpress.COM and even if they had like buttons your clicking them would not work unless you were logged into a wordpress.ORG account.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/

Yeah, we all think that but likes are not significant at all. They count for nothing other than making us feel warm and fuzzy. Comments and backlinks to our posts are what every site needs and what every blogger wants.
