When someone who doesn’t have a WordPress account and they like there post, would they have to sign up? is that only for the free site?

Irrespective of the plan you are on, the “Likes” feature is available to WordPress.com registered users only.

Thank you, another question, If I hosted my own site then anyone can “Like” and would not have to sign up?

Irrespective of self-hosted WordPress.org or WordPress.com hosted site, Likes feature needs a person to have WordPress.com account.
On self-hosted WordPress.org you can use any other plugin which might provide you similar feature. See https://wordpress.org/plugins

Thanks. But let’s say I purchase the premium plan, will non-members be able to Like my post?

Hi there,
Likes is a feature of the WordPress.com platform, and only logged in WordPress.com users can like a post. There is no way around it.
On a self-hosted site you can add Likes to your site using the Jetpack plugin, but the button will still only work for visitors that are logged into a WordPress.com account.
So this is not related to your hosting or plan, but is simply how the Like feature works.
