limit posts per user in taxonomy term

Im trying to limit the number of posts a user can have per term in a taxonomy.
Example – i have created a custom post type “post type X”, with a taxonomy “articles”, and terms “article A”, “article B” etc. I need to limit each user to only be allowed to have 1 PUBLISHED article in each term at a time (1 in A, 1 in B etc).
They can still have drafts, but they wont allowed to be published until the published post in that term is archived or deleted etc.
Ive tried multiple Post Limits plugins, but they only limit post per taxonomy, not term. or only limit the actual post type.
Any help would be huge!
