  the instructions at
  http://en.support.wordpress.com/links/image-links/
  don’t match what i see (I’m using the latest version of WP)
  The “Attachment Details” interface is not there
  the Edit Media interface I see DOES include an “Image Link” field
  but inputting a URL in this field does not have the expected effect —
  the image still links to itself.

  That is because you are in the wrong forum, reading instructions which do not apply to your version of the software. http://adamshvac.tomlombardo.org/ is not a WordPress.com blog. It is a WordPress.org blog, and you need to be in their forums for help with that.
