How can I link a page that is outside wordpress.com
from the navigation bar on the top?in particular I would like to change the link of ABOUT page

The site linked to your username is not a wordpress.com blog. Is this the blog you are talking about http://serraglia.wordpress.com/ ?
What you want to do is not something that can be done with CSS. CSS is for styling a theme, not for adding or changing functionality.
Since it is set to private, I cannot see what theme you are using, but there is a trick that works with some themes here where you can link a navigation tab to an external site. The trick is “legal” unless wordpress would modify the themes to where it will not work anymore, but it has been like this for over a year, so I don’t think they will be taking it away.
Nothing to worry about though.

PS The “trick” works in the Pages widget too if your theme doesn’t have a top navbar. :-)

I’m implementing the indicated workaround, but the alt text over the title link displays all the html code typed into the title. Is there any word from staff as to whether or not they are planning on adding this capability to the pages menu?

This wasn’t a “planned” thing. It was just a happy accident that it works with some themes, or in the pages widget. The likelihood of them making adjustments to make it work more smoothly are very remote at best.
