Link to location on another page

  While I’ve been looking over the last 3 dayswe’ve just had http://wordpress.com/forums/topic.php?id=2759&replies=3
  on link jumping within the same page. But what i want to know is how to point readers of page or post ‘a’ to an exact location on page or post ‘b’ .
