  Hello please may I ask. If I set up a blog will I be able to let people subscribe to a newsletter in a link from the blog. Like a sign up?

  Hello Melanie,

  People will be able to subscribe to your blog. Easily. On WordPress.com, any reader can follow (subscribe to) your blog to receive an email every time you write a new post.

  To be clear, in this article there is a guide on how to set up a newsletter subscription, and not just blog subscriptions :D.
