Are you clicking on the ‘Links’ tab inside your blog’s dashboard?
Do you also encounter this issue in a different browser? for example Firefox or Internet Explorer?
Otherwise please try clearing out your cache and cookies using the guide below:

I cleared cache and cookies. When I use dashboard, visual or text version, I cannot get the linkage to work? It works using my I-pad with the wordpress app, but on the computer nothing.

Could you please explain in more detail what you mean with ‘linkage’?
Are you referring to the Links feature? http://en.support.wordpress.com/links

In visual mode the chain image (to link to other sites etc.) In Text mode text mode, “link”

I see. You first need to select a piece of text and then you will be able to click on that link/chain icon. Carefully follow the instructions in the guide I shared in my previous reply.
