If I write a report on a particular program that I use. Can I leave a link to another blog that gives more information, including a hoplink to that program?

If all you want to do is link to another blog or program, that’s fine; say you want to tell people about Google Docs and an article about it, you just include the urls with your text. If you’re paid or sponsored for the links, though, that’s not permitted. What’s frowned upon is using your blog to drive traffic to other sites to make money or for search engine optimization. Read through the terms of service and you’ll be fine.
