linking a comment to a different page

My “blog” is primarily multiplte pages of text – chapters of my book – and not so much a true blog. It was originally set up to allow comments at the end of each page, but people were leaving general commnets all over the place and it didn’t make sense. So I switch to having an independent “comments” page, which is much better for my use. However, I had to “unapprove” all of the old comments when I changed the format.
Is there a way to attach those old commnets to a new page – the comments page, instead of where they were originally posted?
And is there a way to make the text at the bottom of my homepage that says “Comments turned off” go away. I still have a comment sfunction, just not on the homepage?
