Linking Plug-Ins with new developer

I am not a developer. The previous developer is gone and someone new was brought in to finish the job. The previous developer was also paid in full. How do I link all of my plugins from the finished website to my new account here?

All of the plugins are already integrated into my website. I should mention that the developer was also our host, but we have ended that relationship as well.
The new developer is suggesting possibly paying for them again. Is there no way to contact WooCommerce and have it set up so that I do not pay again? The previous developer had worked the purchases into the proposal price we had paid him.

If your website is hosted at WordPress.com – it is possible they can handle the hosting side, but any customized work from the developer would need to be worked out with them to make sure you are allowed to move that code to your new site.
WooCommerce by itself can be used without paying, but it all depends what your developer wants to do.

I had the previous developer sign legal documents stating that I own the customized coding and that I could do what I want with it, including moving it to another host.
He had purchased the plug-ins, but the price was included in my quote, and now I am trying to figure out how to make sure I get the updates, without having to purchase brand new subscriptions to all of them.

Makes sense. For the purchased plugins, you may need to work with the individual companies they were bought from to see if they can give a fresh license number and cancel the old license number when you are done with it.
