Linking SEO Questions

I hope this/these questions are being asked in the right forum, and if they should be asked here at WordPress.
I’m researching an article, and sometimes I go away from the main topic following possibly related articles. I found some interesting reading.
1. Is it true that if I being a very new/young blog link to an authoritative blog/post with high pagerank that my link to said site is of no value to that site in terms of Google juice or raising their pagerank. Is there any benefit at all to that site other than getting a friendly link from me?
2. Should I or should I not link to any site that does not link back to my site?
I know at this early/young stage/age of my blog that my main focus should be creating quality content, which I am doing. I mean I creating content, and I would hope that it is quality content though I could be fooling myself as it seems no one is reading those articles lately. With that being said it doesn’t mean I will stop creating content.

I’m beginning to see that there is a science to blogging, and theory as well. Dang! I love theory, I feel myself being thrown into blogging head long 150% …..sweet!The blog I need help with is: (visible only to logged in users)

You will not receive professional SEO advice on this wordpress.com forum. It’s only for wordpress.com technicasl issues.The art and science of blogging is learned by experience. Secondarily if you wish you can hire an SEO consultant. but posting here will produce nothing definitive. What it is most likely to produce is “opinions”.
1. All links have value. Even those from sites that have yet to achieve a pagerank.
Should I or should I not link to any site that does not link back to my site?
2. It’s up to you to come up with your own linking policy. many experienced bloggers choose not to link to sites until they have achieved a PageRank of 3 or higher. Many others do not have the same policy. Each blogger makes his or her own decision.

2 of course you should.If nobody linked to anyone other than those who had already linked to them, nobody would EVER have linked to anyone. Think about it.
My advice: avoid linking to Wikipedia, CNN, the HuffingtonPost and other sites so huge that nobody will ever notice you linked to them. Link to small bloggers. They will notice, will follow the link back, and may even comment or link back.
Some two-bit flim-flammers will tell you only to link to those huge sites, but then your blog becomes nothing but a funnel to the mainstream media. Ask yourself: is this what you got into this for?
Sometimes there are concerns higher than SEO.

I didn’t start blogging with SEO in mind, but I think having some knowledge of it, and
