Linking to a specific position on a page

    I have tried to link to a particular heading on a catalogue page from a menu item.
    On the catalogue page I have put
    <h2 id=”bulbs”> Bulbs </h2>

    In the menu I have a link as
    http://myaberdeengarden.wordpress.com/catalogue/#bulbs

    This almost works, but in the twenty fourteen theme viewed using Safari on a Mac the target position is hidden by the black menu and it appears that I have linked too low on the page.
    Apart from putting a target higher on the page than I really want it, does anyone have any ideas how to correct this.
