linking to webpages by postID no longer works

  We are using links with the postID numbers to guide people through the blog reading experience. So, websites look like:

  http://www.site.com/?p=123

  But, now those sites are loading without CSS or JS. However, the same blog post loads with CSS and JS using the slug:

  http://www.site.com/blog-post

  What could cause the discrepancy in the way these two types of links load?
