linking within a page

  Sorry if this is answered elsewhere, but I am new to WordPress. I am wondering if it is possible to have topics/categories listed at the top of a page, and then have those linked to full descriptions of those topics lower down on the same page. In short, can you link within pages? Thanks for helping a newbie!
