  But perhaps you are you referring to creating and Blogroll in your dashboard Links section http://en.support.wordpress.com/blogroll/add-a-blogroll-link/ and displaying it in the Links widget. http://en.support.wordpress.com/widgets/links-widget/#cant-see-the-options
