I read something about a blog being closed due to backlinks. I don’t recall where because I was surfing lots of blogs. I’ve been studying terms of service to understand this, but some of the lingo is still like a foreign language to me. So here are some specific questions I hope you can answer:
1. I have two wordpress blogs. Is is okay for me to invite people to visit the other blog on my about page?
2. Is it okay for me to re-blog from one of my blogs to the other? (I don’t do it all the time, only when the content relates well to the other theme.)
3. If I create a website, is it okay for me to put links to my word press blogs on my website?

A backlink is created every time you link to another blogger’s post or their site.

edit: expand ” another blogger’s post or their site.” to include
posts on the same site and/or other sites you own.Blogs do not get suspended for backlinks.They get suspended for specific breaches of the Terms Of Service. Here’s what gets a blog suspended:

http://en.wordpress.com/tos/Know that any blogs that are full of reblogs, awards, and other memes are not taken very seriously because they are lacking when it comes to interesting original content. If you want to build a personal blog just for fun those activities are okay. However, if you want to build a business or professional site that activity will spoil your brand.

If every single post in your blog contains a link to your website, that’s a problem. If you just link it when it’s appropriate, or on your About page or sidebar, it’s fine.
