Links Management – “rating” feature

I have two problems (related) that I need help with.
Q1: How does the “Rating” (numeric, not PG, etc.) feature at the bottom of the page on New or Edit Link work? I assume this is sort of like giving a link a 0 to 9 “star” rating or something like that. If that’s not the case or it serves a different function, please let me know.
Q2: On the Manage Links page, where it has the list of links I have in my blogroll, for instance, there is a dropdown that gives me several options, including “Order by Rating.” When I choose that, I expect my links to be listed in numeric order according to the Rating that I’ve assigned as in Q1 above. I assume they go from lowest to highest (0-9). But I see no way to “save” this “Order by Rating”. I’ve punched the “Filter” button right next to it, and that seems to sometimes work – but then if I go away from the Manage Links page (like to Edit or create New link) and then come back to it, it still “defaults” to “Order by Name.”
Even when I “Order by Rating” and hit Filter and it appears on my Manage Links page as being in order, 0-9, according to Rating – when I go to my Blog Page….the list order remains unchanged and remains in Order by Name.
Q3: Is there any way to use the Rating function as a way to sort my links in a non-alphabetical way in my public-view blogroll? (diamondfist… suggested in another forum query I could go with Titling my links 1)Mary 2)Adam etc. by putting numbers in front of them, but I’d prefer to not be that obvious, if I can avoid it.

I have just started my first blog and run into the same problem. Also the only solution i have found is using numbers. not very petty but it does work.
