  how do you set links in your post to open a new window when clicked by a visitor?

  There is no universal setting if that’s what you are looking for. When I create links I check the open link in a new window’ box on the link pop-up. See > http://en.support.wordpress.com/links/

  In the html editor (as well as in text widgets), instead of this:
  <a href="URL HERE">TEXT HERE</a>
  you write this:
  <a href="URL HERE" target="_blank">TEXT HERE</a>
