Can I add links to direct readers to other ecommerce sites? If i can’t,can i pay for the service?

You cannot create a free hosted WordPress.com blog and use it to drive traffic to third party sites. That’s against the Terms of Service here.

There is no eCommerce capability on free hosted WordPress.com blogs. If you require any plugins you will need to hire a web host http://wordpress.org/hosting/ and set you your own WordPress.org software install to install them.
There is no FTP access and no blogger installed plugin capability on free hosted WordPress.com blogs.
