Links to Parts of a Page?

  Is there anyway to have a link that either moves you to part of a page or a post. Something that basically scrolls down, so that you don’t have to spend time looking for the post. Also, is there anyways to make sub-categories. I have my posts under categories, but there is no way for the viewer to have a list of all the posts in the category. Last thing is if there is a way to make a post always on top when you click a category. Thank you!
