LInks to specific comments

I used to be able to provide a direct link to a comment within a post or a new comment using the Permalink on the original comment. (Like https://examplelink.wordpress.com/2017/09/14/streaming-media/comment-page-19/#comment-24407)
Suddenly, all that link does is post to the top of the Post, which isn’t useful. The HTML hash that would take us to the specific location does nothing, yet the comment Permalink is still offered, although it acts only as the Post’s Permalink.
Why was this changed? It’s no improvement.
My readers have noticed and are not pleased, since this change makes conversation more convoluted.
