Links to Specific Paragraphs?

Is there any way I can link to specific paragraphs in a post? Like they do on Wikipedia indexes?
I have a page on my blog full of avatars and banners. But I don’t want my visitors to have to scroll all the way past the avatar section to get to the banners. So I need to be able to link to the banner section.
The blog I need help with is: (visible only to logged in users)

Code model for index items at or near beginning of page (in the html editor, of course):

Code model for target points:

Where I’ve written UniqueName you can write anything, just make sure it’s exactly the same in that link/target pair, and it’s unique to that pair if you create more than one pair.For example, you can write this after “Use them” etc.:
<a href="#ban">Click to jump to Banners</a>
And this right before the beginning of the Banners section:
<a name="ban"></a>Alternative: split the page into two (or more) numbered pages using the next-page tag.
http://en.support.wordpress.com/splitting-content/nextpage/I would prefer the second solution, to limit the number of images per page: you’ve got too many images, and that may be a problem for visitors with a slow connection.
