List Issues in Block Editor

When formatting lists with the block editor, I want to insert images between list items. When I separate the list (or end one list block, insert image, and start another) I’ve changed the list start value to the next list number. On the backend, it works properly. On the front end (preview mode) all the lists I’ve created start with 1. Please help!
